Does anyone recognise these symptoms that I see in some of my three-spined sticklebacks?

The affected fish swim at an angle with one side uppermost. 
They develop really nasty blood red spots in or around their eyes.
They swim very sluggishly.

Every season I see about 2% of my sticklebacks succumb to this illness and I'd really like to know what the disease is and if there's anything I can do to get rid of it.

Do you monitor the various water parameters?

Ammonia, nitrite, nitrate, pH, temperature?

If it is seasonal, perhaps it's a local parasite in your pond?

Perhaps the water is too warm for them? They are a cold-water fish.
