Mineral wool is that substance found wrapped around plants sold for the aquarium. Typically as sold by plants from the company Tropica.

It is spun glass fibre and is chemically harmless to all aquatic animals.

It should be removed prior to placing the plants into the tank as it tends to be buoyant and may restrict the roots from spreading into the substrate.
